Performance appraisal has become the core issue of human resource management for the modern enterprise development. As the backbone of enterprise development, middle-level cadres play an important pivotal role in the nexus running. How to refine evaluation criteria of cadre in different types, different levels and establish a suitable evaluation index system for middle managers of Longkou Port appears to be a very important issue. In this paper, both from the theoretical and technical level we comb and analyze the appraisal situation of corporate middle managers. On the basis of scientifically comparing Longkou Port’s evaluation system with other ports’, we construct performance evaluation index system for Longkou Port middle-level cadres by leveraging AHP and360degree performance appraisal method. At the same time, we conduct useful discussion and research of indicators selection’s design and the index weight’s determination. In order to fully mobilize the enthusiasm of middle managers, encourage them to strive to complete the objectives of various departments, and then complete the short-term goal of Longkou Port, we can lay a solid talent foundation for the rapid development of Longkou Port and ultimately help it achieve the strategic goal being a large port of one hundred million tons.Main chapters of paper are as follows:The first chapter reviews the background to the issue and the literature, which includes performance appraisal and the need of study for middle-level cadres appraisal index system in production department of Longkou Port. The second chapter outlines performance appraisal theories and methods and introduces AHP in detail. The third chapter gives a brief introduction of Longkou Port and its existing performance appraisal system of middle-level cadres, at the same time analyzes the current situation and problems in detail. The fourth chapter re-evaluates and design the performance appraisal system for middle-level cadres in production department of Longkou Port. In this chapter we use AHP and360degree performance appraisal method to choose and design performance appraisal indexes and to determine the index weight when assessing middle-level cadres in production department of Longkou Port. The fifth chapter conducts a useful discussion and analysis of the implementation and application of performance appraisal system for middle-level cadres in production department of Longkou Port, it includes the assessment process, handling and application of assessment results and the feedback of results. The last chapter summarizes and outlooks the whole paper and analyzes the shortcomings of the study. We hope that the new appraisal indexes system for middle-level cadres in production department of Longkou Port can provide useful reference for the assessment of ports’middle-level cadres.
