Research On Prevention And Control Of The Corruption Problem In Project Construction Field

In the history of mankind, corruption, as a social phenomenon, has brought great harm to the development of human civilization, is a cancer of the development of social civilization, it is accompanied by the rights arising. The problem of corruption has attracted many scholars domestic and international attention, as governments cherish a deep-seated hatred for. For hundreds of years, academia has not interrupted study on corruption, the corruption problem, many scholars have given great attention, formed many viewpoints and theories, some viewpoints are representative, strong overall, the domestic and foreign research results about corruption significantly.Construction process is divided into pre project, construction preparation stage, construction stage and the completion of the project acceptance and warranty period. The typical pattern of corruption cases is the local party and government intervention, industry executives, breach of privilege handle other leading cadres in leading the black box operation, owner, intermediary illegal operations, the Contractor’s unfair competition etc.. In the process of project construction, easy to appear the problem of corruption of project decision-making, bidding, land use rights, mining rights approval and transfer, urban planning, implementation and project quality management, material procurement and financial arrangements seven aspects of information disclosure and credit system construction and project management. In the land use right of approval and transfer of mining rights corruption is the most serious. The causes of corruption is complicated, has caused the desires expansion, the awareness of personal reasons, also has the legal power is too concentrated, the examination and approval links too much, some is not perfect, supervision is not in place and other reasons.The idea of this paper is mainly state the problem, analyze problems, to solve the problem of line to project management, public management theory as the research angle of view, the first part is the analysis of project construction field corruption manifestations and hazards, analyze the cause of corruption from the angle of the engineering and project stakeholders, combined with the current theoretical basis engineering corruption governance mechanism and the achievement of the research, the main problems facing China’s corruption governance, finally put forward various measures of preventing and controlling corruption.
