Planning Of Chemical Patent Technology Introduced Bidding

Chemical patent technologies are the core competitive technology of the chemical companies. Its technical performance and economic benefits directly relates to the chemical companies sustainable development. Currently, chemical patent technologies are introduced through bidding. But in the process of bidding, relevant Chinese laws and regulations are not feasible whether in the program or in the method. Thus the studying of the bidding problems of chemical patent technologies has profound and far-reaching significance to perfect our bidding laws and regulations and promote the development of social economy in our country.For the chemical patent technologies, this thesis focus on the analysis of status, research of problems and improvement for the chemical patent technology bidding process and evaluation methods accompanying with the relevant theories and knowledge in the bidding and chemical patent technology, adopting the method of comparative study and empirical research. Because of the chemical patent technology, the core contents before bidding are not clear by tenders, the bidding process is improved for the two phase. The first phase is to complete the technical bidding work, aiming at evaluation from the view of technology to determine the safety reliability and performance of the patent technology, and provides information and data for evaluation method. The second phase is to complete the business bidding work, intend to launch the selection for technical proposals and quotations. Because of the chemical patent technology, the comprehensive evaluation of technical and economic performance for chemical technology patent is added based on the existing evaluation method for more scientific evaluation of the patent technologies.Under the existing system of bidding law in our country and through the research of specific flow of the bidding of introducing of chemical patent technology and bidding evaluation method, this article put forward the reasonable and effective, scientific and practical scheme of the bidding of introducing chemical patent technology, improving the transfer and economic benefits of chemical technology of patent technology efficiency.
