Study On The Supply Of Rural Pubic Product

The rural public product is to satisfy the rural public’s needs, with non-competitive and non-exclusive feature. It play an important role in promoting rural’s economic development, improving the farmers’ living standard and changing the farmer’s living environment. At present the study about the rural public product supplying usually focus on the qualitative description, just few of them care about the data of county. Our study background is based on the propulsion of new socialist rural construction, the discrepancy between urban and rural areas have been narrowed.in studying method, we integrated economics, sociology and public finance of public product supply theory, the qualitative and quantitative research, draw lessons from foreign studying about the supplying of rural public product. And then we analysis deeply to shengzhou’s rural public product supply situation, find out the defi ci ency and seek for the possible sol uti ons.The focus of this paper was shown as follows:(1) defining the conception of rural publ i c product, including it’s classification, characteristics;(2) The institutional change of the rural public goods supply in China is introduced as a whole. It roughly goes through three stages:people’s commune, from reform and opening-up to prior to the reform of taxation expenses in rural areas, and after the reform of taxation expenses in rural areas;(3) By combination of statistic yearbook and the information of farmer interviews in Shengzhou City, current rural public goods supply and demand were studied. The study result is that the current supply ability of rural public goods in Shengzhou City is improving continuously, but the result is inconsistent; the supply scope i s expandi ng gradually, but maintenance is not sufficient; the difference of public goods supply between rural areas and cities is large, and inconsistency exists between public goods supply and demand. The possible causes are analyzed;(4) Policy proposals about further improving rural public goods supply in Shengzhou City are put forward by further referring to foreign rural public goods supply, mainly including perfecting investment mechanism, richening kinds of rural public goods, sorting out theattribute of public goods, confirming maintenance subjects, reasonable planning, establishing integrative public goods supply mechanism, building pubiic goods supply mechani sm based on farmers’ demands from bottom to top.
