The Research On The Market Operation Mechanism Of The Forest Carbon Sinks In Wenzhou

Global warmong has become a major concern of humanity since the middle of the20th century, which leads to terrible consequences of human existence as well as the sustainable development of the society. For the past50years, greenhouse gas concentrations in atmosphere has reached a new record. Carbon dioxide (CO2), a key component of the greenhouse gases, cause almost50%of the greenhouse effection. The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change, requiring industrialized and developing countries to reduce their average greenhouse gas emission by5.2%during the first commitment period started in2008and ended in2012. China always took a responsible attitude in global environmental affairs. As one of the leading GHG (greenhouse gas) emission countries, China is playing the most important role in the world climate mitigation issue. Wenzhou is located on the southern edge of the economically developed areas in the middle of China’s coastline, and Wenzhou people always give full play to the spirit of "rely on themselves, dare to innovate". Wenzhou government took a very first try in forestry carbon sequestration, not only having created innovative forestry carbon sequestration working mechanism, but also having a breakthrough in increasing forest management sinks, being the very first city to establish the special nation’s first municipal fund-Wenzhou, China Green Carbon Fund projects.This paper used the relevant theoretical basis of metrology, management, marketing, refers to a large number of books and literatures, through the analysis, comparison and induction of domestic and international forest carbon sequestration theory and development background, to study the development of forestry carbon sinks in Wenzhou. this paper analyzed a series of problems relating to the difficulties existing in the development of carbon sinks in Wenzhou, which are the specific situations of forest resources, the development potential of forestry carbon sinks, the public acceptance surveys, forest carbon sinks dysfunction, forestry carbon sequestration products out of touch with the market relations and other issues. This paper used a combination of theoretical and empirical research methods, recommending the establishment of relevant institutional system, system of integrated research projects, carbon sequestration certified management system, financial management system, social and economic benefits such as carbon sequestration. To improve efficiency, this paper also analyzed the choices of the forest category as well as forest planting techniques.Through a series of studies,based on the reality of the development of forestry carbon sequestration in Wenzhou, the writer studied the product costs, product price positioning, trading platform, market-based principles of refinement, financing platform model, and with the study of technological protection as well as research policy insurance system, this paper proposed the Forestry Carbon Sequestration market mechanisms with distinguishing Wenzhou characteristics, including the price mechanism,security mechanism,and financing mechanisms.
