With the development of industrialization and urbanization in our country, a growing number of rural land has been expropriated in order to meet the demand of urban development. Since the start of the new rural cooperative medical system and new rural social endowment insurance system, the level and coverage of security for the land-lost farmers has been improved significantly. But there is a big gap between the land-lost farmers and urban residents in the level and coverage of security for the reason of urban-rural dual structure and deficiency in rural land requisition compensation mechanism. Meanwhile, with the development of economy and society in China, the level of Chinese health care increases significantly so that the number of elderly population aged over60improves quickly. Because of the tendency of population aging, long-neglected rural farmers’social endowment insurance, especially land-lost farmers’, has gotten more and more attention from the government and academic circles.Facing the challenges of population aging and urbanization, we should explore the establishment of comprehensive and multi-tiered land-lost farmers’old-age security system in order to alleviating the worries of no pension of the majority land-lost farmers basing on the conditions of our economic and social development and the actual level of our urbanization. Kunshan, the most developed city in China, has been exploring to implement a unified endowment insurance system, considering the high level of urbanization in this region. Therefore, in the perspective of the new urbanization, the author has been studying the related literature and policy documents of land-lost farmers’old-age security system and also learning the good ideas in developed countries and developed areas in China. Besides, the author interviewed and investigated Kunshan during July2013in order to establish a new land-lost farmers’old-age security system, which is mainly based on the value of the expropriated land and the governmental financial subsidies and supplemented by a combination service of community, enterprise and NGO. At the same time, the author also wants to explore a reasonable operating mechanism of the land-lost farmers’endowment insurance system, which is supported by the reform of household registration system; land ownership system and rural land requisition compensation mechanism, and ultimately achieves the unification of urban and rural endowment insurance system. The goal of this research is to alleviate the worries of no pension of the majority land-lost farmers and provide a useful reference for the governmental policies and decisions.
