Study On The Citizenalization Of Land-lost Farmers In The Process Of Urbanization

With the rapid development of economy and urbanization process,lots of rural collective lands are expropriated,resulting in a huge amount of farmers becoming the so called land-lost farmers.They are a quite special group.They are different from traditional farmers,because they lost living land and their living range,household registration and way of life are close to the city residents.They are different from the migrant workers,because their original home has disappeared.The only way they have to do is to accept urbanization and the city life.But more embarrassing is that they are different from the city residents.Though they enjoy the bonus from land compensation they can't enjoy the same treatment as city residents.Most of them can't adapt to city life.In the city,they have to face a lot of problems such as employment difficulties,economic income reducing and the level of social security reducing.It triggers social problems and is influencing the basic social stability.The resettlement of land-lost farmers in the concentrated resettlement community is the first step,the ultimate goal is to realize the citizenalization of land-lost farmers.This paper discusses research background of citizenalization of land-lost farmers,elaborates the research method and the technical route and defines some concepts.Data and opinions of land-lost farmers from Fuzhou H community have been collected by on-site visits,questionnaire surveys and the interviews of land-lost farmers.Their real living condition has to be known and their economic conditions,change of life styles and mental ideas are studied.From the perspective of land-lost farmers,there are five impediments of citizenalization including the unreasonable land compensation and resettlement policy,the imperfect social security system,incomplete employment training mechanism,the weak community construction and individual obstacles.In order to provide useful enlightenment for promoting the process of urbanization of land-lost farmers,we suggest to establish reasonable land compensation system,perfect the security system for land-lost farmers,reinforce the land-lost farmers employment service,strengthen the management and construction of resettlement community and culture the citizen consciousness of land-lost farmers.
