“Three rural” issue: countryside, peasant and agriculture are the most important thing that restricts theincreasing of our economy. Augment peasants`income is the core of “Three rural” issue. Augmentpeasants`income is the most thing in the process of developing agriculture and rural economy.The author of this paper conducted a survey of local the farmers and herdsmen who lived in HoboksarMongol Autonomous County.According to the research, the author found that the slow income growth ofthe farmers and herdsmen has become a major bottleneck to develop well-off society. How to effectivelyimprove the income of the farmers and herdsmen has become the focus of government and the famers andherdsmen. access to search large amounts of data at home and abroad, studies the current income situationof “Three rural”, combines the field investigation, trying to find out the problems of income increase fromhousehold business and wages, coming up with the advising and suggesting to increase income fromhousehold business and wages. The article includes the following five parts:First, the introduction part. Introduces the research background, the significance, the related concepts,the review relevant research and the research methods.Second, the analysis of the income situation of Hoboksar Mongol Autonomous County. It is based onthe specific description and income of Hoboksar Mongol Autonomous County; using relevant statisticaldata analyze the income growth trends, income level, and income structure, to find out the problems.Third, the analyzes the problems and causes existed in the herdsmen income growth in HoboksarMongol Autonomous County. By analyzing the situation of income, the author finds that there are problemsof the income, which include that the gaps are large, income structure is single, the proportion of incomefrom household business and income from wages is very large.From two aspects to analyze the causes, on the one hand, the reasons of restricting the growth ofincome from household business. Irrational industrial structure in rural areas; farmers and herdsmencultural level is not high; farmers’ low degree of organization of the people; farming itself inferiority. Theother hand, the reasons of restricting the growth of income from wages business. Workers to participate ina smaller proportion of relevant skills training, access to employment information narrower channels;surplus labor low literacy levels, mainly to local transfer; lack of labor skills, low investment in humancapital; social capital surplus labor force continues to weaken; natural geographical environment broughtabout by poor transportation. Fourth, the paper proposes the strategies for the income growth from household business. The firststrategy is increasing industry structural adjustment and accelerating the pace of farming and animalhusbandry structural adjustment; the second strategy is that improving the overall quality of farmers andherdsmen, cultivating new farmers and herdsmen; the third strategy is that development of ruralcooperative organizations, improvement the degree of organization of farmers and herdsmen; the forthstrategy is that Strengthen agricultural infrastructure construction.The paper proposes the strategies for the income growth from household business. The first strategy isto accelerate economic development, promote the growth of wage income of farmers and herdsmen; thesecond strategy is increase investment in human capital, improve the quality and skills of farmers andherdsmen; the third strategy is that make the employment information and guidance services of surpluslabor, speed up development of rural labor intermediary organizations; the forth strategy is respect thewishes of farmers in land circulation, maintaining the interests of farmers.The purpose of this paper is to sustain a stable increasing income, narrow the gap between city andcountryside, and achieve the grand goal of comprehensive construction well-off society in HoboksarMongol Autonomous County.
