The paper improved the lifecycle stages of agricultural industry cluster theory, which divides it into five stages,such as germination period, growth period, mature period, declining period and leaptransition period. The declining period is not inevitable stage. The paper points outthat the cluster can realize leap transition in declining or in the mature period, thus itwill enter a new sustainable development stage. On the basis, this paper makes anempirical study of Jinxiang garlic industry cluster. Based on the life cycle theory, the paper puts forward some countermeasures and suggestions for further development ofJinxiang garlic industry cluster. According to the Jinxiang garlic industry clusterdevelopment, the paper proposes the scientific suggestions for sustainabledevelopment, and provides practical guidance for the development of the regionaleconomy.
