It is concluded that producers quantity overquality harmful pollution is increasingly serious, orchards, orchard pest control still relies on chemicalcontrol, pesticide use rely on farmers, quality and safety standards, not traditional custom sound of the mainproblems in apple production.Comparison analysis method, through comparing apples and other agricultural commodities costbenefit, analyzed the trend of apple production cost, to provide basis for decision-making for the peasanthousehold production and business operation. Based on the analytic hierarchy process (ahp), fromhousehold characteristics, plant characteristics, the external environment and government regulation valueevaluation, according to the weight to establish government regulation is one of the largest influence factorsof peasant household production behavior. perfect technical communication channel is the importantprecondition for production safety, government regulation has significant effects on peasant householdproduction, we must strengthen government regulation to protect the safety of apple quality.
