Our country’s economic reform has entered the36th year, and it has entered a“crucial area” and “deep water area” at present. With the accelerated pace ofindustrialization and urbanization, the external environment of China’s economic andsocial all-round development is very good. Among them, the use of land resources isfacing increasing pressure, the contradiction between land resources and urbanizationdevelopment become increasingly prominent on the premise of sticking to the red lineof1.8billion mu cultivated land policy. The small town, has the function ofconnecting urban and rural areas, is an important support to break the urban-rural dualstructure in our country. But at present, under the circumstances of high-speedeconomic development, there exist many problems in the process of land utilization insmall towns, such as the utilization of and resource is straightforward and payingmore attention to expand outward than exploit development potential inward, theemphasis is on scale effect and immoderate development than improving theutilization efficiency and the management and utilization. Therefore, in order toguarantee the healthy sustainable development of small towns, the situation ofchanging the expansion and extensive use of it must be kept in focus, the ability tocontinue to ensure supply of land resources must be improved, in which way we canalleviate the contradiction between the supply and demand of land, and establish theuse patterns of economical and intensive land resource of small towns.Trying to start with the relationship between people and land in land resource use,based on PSR framework, this paper selected Nanjiang county as the study area andestablished the rating system of intensive use. PSR (pressure-state-response) model,which can well reveal the relationship between human and land, is a commonly usedevaluation model in environmental evaluation science. By using the system analysis,dynamic analysis, analytic hierarchy process, etc., and obtained the following results:Firstly, based on present intensive urban land use rating system and evaluationmodel, this paper determined the evaluation indicator system and evaluation modeland established a set of evaluation indicator system of mountainous towns containingtypical indicators of pressure, state and response. This indicator system includes1 target hierarchy,3rule hierarchy and18index hierarchy. Among those indicators, thepressure indicator includes population density and3other indicators; state indicatorincludes9indicators containing arable land per head; response indicator includes5indicators containing average fixed assets investment. By using experts consultationmethod, and hierarchical analysis method, this paper determined the weight ofevaluation indicators from the aspects of pressure, state and response and alsodetermined the evaluation ratings.Secondly, taking Nanjiang County in Sichuan for example, based on the town’seconomic and social development and land use data in2005,2008and2010, thispaper has taken a quantitative analysis and a comprehensive evaluation to the landintensive level of the town of Nanjiang. At last it makes a conclusion, and also takes aevaluation and analysis. The result shows that the land intensive level in Nanjiang isin a ideal state, and equal to the actual; PSR model illustrates the small towns landintensive utilization problem well, and the reliability of the model is relatively high;Using the analysis of coordination degree function, it finds out that the developmentof intensive utilization in Nangjiang is rather balanced.Thirdly, the intensive degree of urban land use is closely coordinated withpressure system, state system and response system. The coordination of pressure, stateand response can reflect the coordination of ecological environment and economicdevelopment, and it can also reflect the sustainability of urban land use. Thecommonly used functions of calculating coordination are geometric method, weightedmean method, variance method and variation function method. This paper usedvariance method to evaluate the coordination degree of pressure, state and response.The result shows that the intensive use of Nanjiang mountainous areas is getting betterand better and the coordination between the systems more and more sound.Fourthly, based on the previous studies, the methods, the principles and thestrategies of intensive land used in small towns are clear. Furthermore, some specificways to realize intensive land use in small towns are come up with.Above all, the paper tries to establish a set of evaluation index systems ofintensive land use in small mountainous towns and it provides some references forother small mountainous towns like Nanjiang County.
