In recent decades, the incidents of risk continue to occur over the word which making us into the "risk society". With the deepening of economic globalization and the internationalization, more and more companies have to face to the serious risks which are from various external or internal environments. Risks affect the achievement of strategic objectives frequently.The recegenization and measurement of risks for business decisions play an important role. Risk assessment as important element of internal control which the theory has been further improved and risk assessment methods have also been widely used.To solve help companies decision makers who have trouble in the market competition to grasp the complex financial instruments so that affect the effectiveness of risk management. This paper takes NFM as the research object, focus to risk assessment which is a fundamental element in the Basic norms of internal control for internal risk control. which to explore building a strategic goal-oriented risk assessment system, and which recommend non-ferrous metals lead and zinc industry experience to effectively integrate into the risk assessment practices to improve the effectiveness of business decisions.,In order to make a risk assessment system described herein take advantage to maneuverability, the paper uses the risk graph, use qualitative and quantitative analysis to identified risks. Meanwhile, the possibility of risk occurrence and risk of the target after the impact, as the two dimensions plotted on the same plane for visual display, in order to determine the top ten key risk management priorities and coping strategies recommended.Overall, this paper attempts to establish a risk assessment, and can identify and analyze the major risks, and also can be treated as the company’s operating management decision-making.
