Power system has had one hundred years of history, although the voltage level compared with scale has changed existing difference, but the system's structure and operating principle hardly has any change. Entering the 21st century, facing today's social and economic development of electric power system and propose the new requirements of power electronics and computer, such as wide application of new technologies, it is necessary to re-examine the past grid construction mode, this paper discusses the new development direction in the future grid, so the smart grid is a result of this study. Because of intelligent network technology development power system is undergoing a profound change.Smart grid as a new thing with large scale, long life cycle, complex environmental, this project will face varied risk in the whole life cycle, therefore project risk management to project is the success or failure of the play a crucial role. This paper introduces the risks of the smart grid program by scientific research methods. It introduces the main risk, intelligent network project risk planning, risk identification, risk estimate, risk assessment, and each risk response process such as used in the process of different methods and techniques. This paper takes east China power grid and the risk of intelligent power grid research for example and formulates the project risk disposal plan applies with fuzzy ahp analysis and evaluate.This article mainly includes three parts:The first, the theoretical analysis and the activities of the east China power grid practice combined, has established a set of complete risk identification and management system, and not just confined to a certain aspect. The second, to risk assessment with the analytic hierarchy process and fuzzy evaluation model, their combining effectively avoid risk measure of subjectivity, greatly improve the risk assessment of scientific. The third, the ahp method can solve the multi-level index weights to determine problem, fuzzy comprehensive evaluation can quantify some factors those boundarise are not clear and not easy to quantitative, so those make the complex problem simply.
