| Tianjin Port Industry Area is an important strategic of Tianjin municipal committee and Tianjin municipal government to accelerate the development and opening of Binhai New Area. It is not only considered as groundwork to build Binhai New Area into an international shipping center as well as an important logistics hub of the northern China, but also has significance to promote the industry structure upgrading of Binhai New Area.While the infrastructure construction is accelerating, this area faces significant opportunities as well as huge financial pressure. The infrastructure financing difficulty becomes a major problem to develop the infrastructures of Tianjin Harbor Economic Area Southern Part.This paper analyzes the purpose and meaning of the research in the background of the choices of the infrastructure financing tactics in Tianjin Port Industry Area, as well as discusses infrastructure financing models and approaches to analysis the infrastructure financing characteristics in different periods in the basic financing theory of infrastructure projects. On the premise of clearing the current status of the infrastructure financing in Tianjin Port Industry Area, this paper analysis the difficulty reasons of effecting infrastructure financing in this area.According to the pace of this area development, we make different financing tactics in the different stage-early development stage, growth stage, maturity stage, on the basis of the existing financing model.Financing tactics in this paper estimates the income and expenditure of funds for Tianjin Port Industry Area, according to the characteristic and nature of assets and the policies and the way of assets reflux in this area. Using the classification accounting methods which correspond the source of funds, calculate the found revenue and expenditure, policies comprehensively and objectively. Then decides financing mode and discusses financing tactics for the development and management of this area. |
