Under the traditional theory framework of outsourcing, R&D Outsourcing is a pathway fordeveloped countries to get close to the target market or reduce the cost. Nevertheless, R&DOutsourcing from developing countries to developed countries is not easy to be explained. Facingwith the globalization of innovation network and knowledge resource, R&D Outsourcing hasbecome a kind of strategic choice for the enterprise to obtain external innovation resources andknowledge spillover. This paper analyzes the phenomenon of R&D Outsourcing from developingcountries under the perspective of knowledge learning, providing new evidence for the theoreticalresearch of R&D Outsourcing. Most importantly, this paper provides reference for enterprise ofour country to promote technology innovation ability.Based on the Innovation network theory, Industrial organization theory and Resource basedview of knowledge theory, this paper use empirical study to analyze the mechanism of R&DOutsourcing. Research conclusions are as follows, firstly, R&D Outsourcing of enterprises fromdeveloping countries is a kind behavior of knowledge learning and has the motivation of strategicasset-seeking, which has a positive impact on radical innovation. Then, when the marketcompetition is intense, enterprises pay more attention to knowledge learning in R&D Outsourcingand have better innovation performance. At last, knowledge learning has positive impact onrelationship between R&D Outsourcing with innovation performance.
