Research On The Development And Constructionroute Of New Urbandistrict

New urban district is an organic part of the city,the development and constructionofnewurban districtisone of the important means to improve thecity’s comprehensivestrength. However,exploring thedevelopment and constructionroute of new urbandistrictisstill at the starting stage,which has not formedthe perfect and mature route forthe development and constructionof new urban district,sohow to develop andconstructnew urban district isa significant task for China’surbandevelopment.Based on this purpose,this paperis collected a lot of documents and is sorted outresearchresults about thedevelopment and constructionroute of new urban district athome and abroad, which are mainly divided into the following five angles ofview:policy managementangle,theeconomicdevelopmentangle, socialdemandangle,environmental protection angle and other development modelangle.Firstly,thispaperexplains theevolution for the concept ofnew urban district,from theearlyemergence of satellitecity to theDevelopment Zone,and then to thenewtown,tohave more perfectfunctionof new urban district step by step.At the sametime,generalized thetypes of new urban district,and it is divided intofourtypes,including the type of suburbanexpansion(edgenew town),the type of constructionof newurban district(deputy centernew town,administrative center new town),thetypeof industrialproject promoting(tourism leisure newtown,logisticsnewtown,industrialdevelopment newtown,technologyeducationnewtown)and other types(TOD new town).Secondly, studied the related theoriesabout thedevelopment and construction route of new urban district, including the growth poletheory, urban management theory and the new urbanism theory.Finally, this papercarefully analyzes the practices and enlightenmentsaboutthe development andconstruction route of new urban district at home and abroad,summarizes theexperiences and lessons, providestheoretical and practical basis for the developmentand construction route of newurban district in the end.Based on the above researches of theories and practices, this paper puts forward the ideas for the development and construction route of new urban district, includingthe theory of harmonious coexistence, the theory of culture continuation and innovation,the theory of ecological city, and also puts forward the principles about thedevelopment and construction of new urban district,including the principle of planningfirst, the principle of sustainable development and the principle of system engineering.According to the18th CPC National Congress "five body’s" general layoutrequirements, through unifying the political goal of new urban district and the centralcity, formulating reasonable policies and regulations, the development and constructionroute of new urban district carries out the political construction; Through the rationalmanagement of urban land, the development ofhigh-end new technology industry, thecoordinated development ofurban and industry, the development and construction routeof new urban district carries out the economic construction; Through the inheritanceand innovation of cultural characteristics, and the core construction of urban brandimage, the development and construction route of new urban district carries outthecultural construction;Through focusing on ensuring and improving people’slivelihood, and the innovation of social management mechanism, the development andconstruction route of new urban district carries out the social construction; Through theharmonious co-existence ecological and the construction ofecological livable urban,the development and construction route of new urban district carries out the ecologicalcivilizationconstruction.In short,through these five aspects about the politicalconstruction,the economic construction,the culturalconstruction,the social constructionand the ecologicalcivilization construction,which are related to each other,thusformingacomprehensivedevelopmentorganic route for the development and construction ofnew urban district.Finally, empirical research is introduced, on thedevelopment and constructionroute ofPuyang new district,firstly this paper elaborates the basic situation about thevarious aspects of Puyang city. Secondly this paper puts forward the necessity ofthedevelopment and construction of Puyangnew district, and analyzes in detail the basisand condition for thedevelopment and construction of Puyangnew district, from thesefive aspects about geographical location,traffic conditions, spatial development,industrial layout, and ecological environment. At the same time this paper also studiesthe current situation ofthe development and construction ofPuyang new district，andfinally puts forward thedevelopment and construction route of Puyangnew district.Thefirst part is policy making, such as reasonable controlling the development time ofurban new district,innovating the mechanism of land development and constructing diversified financing channel; The second part isindustry development, such as thefocus on the development of superiority industries and the rise of green industry; Thethirdpart iscultural cultivation, such asbuilding dragon hometownand creating the cityofthe culture of Chinaacrobatics; The fourthpart isthesocial security,such asimprovingthe socialservice andinnovatingthe system of administrative management;The fifth part is theecological livable city,such as the design oflandscape includingmountainsandrivers, and creating a "slow life"eco-livableenvironment. To sum up,through the implementation of specificmeasures in these five aspects, thedevelopmentand construction route of Puyangnew district will be better and faster.
