The dualistic economy structure and the importance of agriculture in our country determine the academic value and practical significance of agricultural development. After the founding of our country, in order to achieve industrialization and urbanization quickly, the government adopted the industry priority strategy and separation development system in urban and rural areas. This development strategy is designed to build a dualistic economy system, in the constraints of the dualistic economy structure, the development of agricultural lack the basic system supply and financial support, the urban and rural area fall into an imbalance development status. The growing contradiction between urban and rural areas has seriously affected the development of our national economy and social stability. The western region as the relatively backward area, because of its natural conditions, structure, systems, and many other constraints, urban-rural dualistic structure are particularly significant. Under these constraints, agricultural development has been hampered.In the dualistic economy structure, agricultural development is facing many practical difficulties, so the research on agricultural development must be placed on the promotion of the dualistic structural transformation and seek to form a interaction and coordination mechanisms to develop agriculture. The coordinating Urban—rural development strategy is precisely to realize elements of various resources flowing freely and reasonable allocation between the urban and rural areas, and to constantly enhance the intensity of industry nurturing agriculture and urban area nurturing rural area. This article is in this new perspective,through the normative analysis, empirical analysis, quantitative and qualitative analysis, comparative analysis methods, on the basis of theory and practice, focusing on exploring coordinating urban—rural and agricultural development strategies framework and a special path, which for the promotion of agricultural development and rural economy, to achieve a comprehensive, coordinated and sustainable society in the western region has important theoretical and practical significance.The main contents and views of this paper are as follows: 1.Study the domestic and abroad theory on dualistic economic structure, urban-rural integration and agricultural development systematically, which provide a reference for the writing of this paper.2.The characteristics of urban-rural dualistic structure in the western region is the most prominent, the agricultural development in the western region is characterized by:low levels of productivity, single industrial structure, small scale and weak innovative capacity.3.Under the dualistic economy structure, the dilemma of agricultural development in west China are as follows:the elements of urban and rural area circulating by one-way, loss of agricultural value, loss of urban spread effects on rural, shrinking of rural markets.4.Set forth a western agricultural development and urban-rural integration ideas, principles and stages and targets, from a practical level summarize a unique pattern in Chengdu, Shaanxi, Xinjiang.5.The emphasis on coordinating urban—rural development in west China is institutional arrangements, industrial development, the market system and the supply of public goods; the key areas are the Guanzhong Plain, Chengdu Plain, Xinjiang and Guangxi Zhuang Autonomous Region; key industries are characteristic agriculture, ecological agriculture, tourism and sight-seeing agriculture.6.On the preceding analysis, the specific path of coordinating urban—rural development and agricultural modernization is to establish a mechanism for resources flowing freely between urban and rural areas, to nurturing agriculture all—around, to realize agricultural industrialization and to construct small towns.
