| The ex-president Hu Jingtao once says the prosperity of the country and the careerdepends on the talent.With the continuous development of science and technology, skilledtalents especially high-skilled talents have been given more and more recognition andattention,for they play critical roles in promoting China’s technological innovation.Strengthening the skills of talents can promote upgrading of China’s industrial structure,speed up the implementation of Stratagem Strong Country with Talent,and benefit theconstruction of an Innovative Country. Chongqing has been working to build the highland oftalents in western region and the upper reaches of the Yangtze River.The division of FiveFunctional Areas by The Chongqing Municipal Committee in2013will inevitably lead to anew round of the city’s industrial structure optimization and adjustment. County B, which isamong Urban Development Zone of Chongqing,is necessary to study the constructionsituation of skilled talents if it strives for greater development in the industrial restructuringprocess.By using the methodology of literature analysis, interviews, questionnaires,this papercollects the basic data,training and identification, policy-making, training institutionconstruction of qualified personnel skills in County B,summarize the specific problems andtheir causes of skilled team building in County B, and proposes specific countermeasures offurther strengthening the skills of talents in County B.This paper totally covers four parts. The introduction part introduces the background andsignificance of the paper,and researches at home and abroad, as well as the researchdesign,methods and innovations. The second part is the analysis of skilled talents teamconstruction in County B in current time,including the situation of skilled talents teamconstruction in Chongqing,objectives and tasks of skilled talented team construction inCounty B and surrounding counties,the current situation and the questionnaire investigation ofskilled team building in County B.The third part points out the main problems of skilledtalents team construction in County B, Which includes obvious contradiction between skilledtalents team supply and demand,the structural contradictions, the lag of vocational trainingand human resources service system, the need to improve the management mechanism, andthe change of Talent Concept.The last part gives suggestions of skilled team construction in County B. The author suggests that the management mechanism of government departmentsbe rationalized, the layout of the pillar industries be optimized, the system construction ofskilled talents team be strengthened, human resources market be builded, and a favorableenvironment for the development of skilled team be created.This paper provides data for the following study on the construction of skilledtalents.Meanwhile,it accumulates some experience for the research of skilled personnel interms of rural practical talents, Management and Executive, social work professionals inCounty B, which has great practical value. |
