The Research Concerning Operation Mechanism And Policy Of Cooperative Innovation Of Agro-industry In Hubei Province

In the Twelfth Five-year period, agriculture in Hubei province is facing increasingly better policy environment. Vigorously accelerating the development of agro-industry in the new stage of development of agriculture is conducive to facilitating the economic development of agriculture in Hubei province and is beneficial to fundamentally ease the three-dimensional rural issues in Hubei province. However, compared with the agro-industry of the developed provinces, there is still a larger gap, such as the small number of the leading enterprises, the small scale of main enterprises in Hubei province, and so forth. Ergo, under the guidance of12th Five-year Plan of agricultural development in Hubei province, the development of cooperation and innovation of agro-industry in Hubei province plays a significant role in strengthening the agricultural product processing industry of the province, creating the leading enterprises of agro-industry and enhancing the market competitiveness of agricultural products of agro-industry in Hubei province.According to the principle of integrating the theory with practice, the research of this article makes use of document analysis, comparative studies, case studies, interviews and investigation, mathematical statistics, normative analysis and other methods which are used to approach the theme concerning the operating mechanism and policy of cooperative innovation of agro-industry in Hubei province. At first, through the analysis of the current status of the development of agro-industry in Hubei province, it reveals the existing problem of agro-industry of the province. Secondly, through analyzing the practical fruits of the development of agro-industry in developed countries and in other advanced provinces and summarizing their experience, it will be an inspiration to the advancement of cooperative innovation of agro-industry in Hubei. Thirdly, the concept and types of modes of collaborative innovation are discussed, on the basis, the connotation of collaborative innovation is approached and the influential factors of the collaborative innovation of agro-industry are studied; furthermore, the types of modes of cooperative innovation of agro-industry in Hubei province are summarized. Fourthly, from the perspective of enterprise, the operating mechanism of cooperative innovation in the agricultural products processing inter-enterprises in Hubei province and the operating mechanism of industry-university collaborative innovation of agro-industry in Hubei are constructed, and these mechanisms) such as the dynamic mechanism, incentive mechanism, trust mechanism, restraint mechanism, risk mechanism) are analyzed. Moreover, this paper points out that in the process of cooperative innovation, those mechanisms in the type(model) of cooperative innovation are interrelated and affect each other. What’s more, only when they are very well coordinated between those mechanisms, the efficiency of cooperative innovation of agro-industry can be perfectly embodied and the highest and ultimate goal of collaborative innovation can be fully achieved. Finally, on the basis of previous studies, it puts forward the countermeasures and suggestions of cooperative innovation of agro-industry in Hubei province and the policy the government should adopt.
