It is an inevitable process of economic and social development, while the industrial workers of China a lot of Cenozoic realizes the regional transfer and occupation transformation, but also did not realize the transformation.of identity, what is a kind of "semi urbanization phenomenon" Urbanization has become one of the focus on the development of social economy in China, the average urban national level is53.73%, but the town domicile population accounts for the national total population was only about38%, the quality of China’s urbanization is not high.Using system theory point of view, This paper researched "Semi urbanization" problem of our country urbanization’s road."Semi urbanization" refers to some farmers have left the countryside and agriculture, living in the city to work in business, what has realized non agriculturalization, but their identity also is peasant, not to realize citizen. they can not enjoy the same rights and welfare treatment as urban residents in the city. they have no right to vote and to be elected and other political rights, not really integrate into the city society. This is a serious problem of our country urbanization’s quality in the current.With the development of China’s urbanization,"semi urbanization","by the Urbanization" and other issues have been plaguing China’s social and economic development. This paper based on related theory of urbanization,Jearned in the basis of development of foreign town, combined with China’s specific national conditions, found out the reason and defects of "semi urbanization" problem in our country urbanization’s road, and puts forward countermeasures and suggestions. The reason of "semi urbanization" problem in our country is that the household registration system of two element system is not reasonable, the current practice in China is the city domicile and the rural household registration; inequality of basic public services, supply system is not equal, the government’s financial input is not equal and unequal supply quality mainly; employment and social security mechanism is not perfect, migrant workers in employment security system had uneven development and joining difficultly; land transfer system is not perfect and knowledge of rural legal is lack that lead to legal proceedings of the right to land contractual management flow cannot be complied with strictly, that may eventually damage the interests of farmers. Short term of land contract management right transfer affecting the development of large-scale management of land, but also make the user interests cannot get better protection, the right to land contractual management of market circulation mechanism; social instability, the existence of a large number of three leave population; the problem of children’s education, many city public schools continue to collect fees to migrant workers for their tuition or collect fees for selecting school in disguise."Semi urbanization" issue is not only an economic problem, but also related to social stability and political issues and the future of the country. To solve the "problem of half the town"helps to change the new generation industrial workers "semi urbanization"state, promote social harmony and stability, and promote the process of industrialization and urbanization, change the mode of economic growth.
