Study On Urban Spatial Layout In Beijing-Tianjin-Hebei (BTH) From Hebei Perspective

In recent years, Beijing-Tianjin-Hebei (BTH) region have become a strategicemphasis for state development. Coordinated development among regions shows afavorable momentum with the rapid economic progress and the intensivecooperation of BTH region. Currently, it is important for such regions to promote aharmonious development, particularly in reconfiguration of regional function,optimization of urban spatial layout and construction of a new structure of BTHregional spatial development, along with the convening of the Third Plenary Sessionof the18th CPC Central Committee and the Central Economic and UrbanizationWorking Conference.Based on the tendency of BTH joint development, this paper makes an analysison the main problems existing in BTH regional development and summarizes andlearns from the urban spatial development laws in capital regions of other countriesand the regional planning data concerning BTH region. Also it gives a new spatialpattern of BTH integration and makes a research on such support systems of regionalspace as industries, transportation and ecology. Main conclusions are as follows:(1) Through the study of urban spatial evolvement rules in foreign capitalregion, this paper puts forward that cities and towns in BTH area could learn fromthose rules to optimize spatial distribution in megalopolis, accelerate spatialstructural adjustment, relieve the pressure from population and urban function inmegalopolis, make a rational control on the construction in city center, upgrade theindustries in city center and enhance the development of regional central cities in a larger area as well as satellite towns.(2) BTH should follow a spatial development strategy of “Augmenting alongthe axis and supporting by multiple points” and build a spatial pattern of “Two Coresand One Region with Two Wings and Multiple Points”, in which “Two Cores”means Beijing and Tianjin,“One Region” means the triangular area among Beijing,Tianjin and Baoding,“Two Wings” means the central/south Hebei centered withShijiazhuang and the east Hebei centered with Tangshan,“Multiple Points” meanssatellite towns of Beijing and Tianjin and such secondary central cities and boomtowns in Hebei as Zhangjiakou, Chengde, Qinhuangdao, Cangzhou, Handan, Xingtaiand Hengshui.(3) On the basis of BTH integration, an optimized scheme regardinghierarchical structure of urban system in Hebei is prepared. In view of existingunderdeveloped situation of secondary cities and small/medium cities in BTH region,this paper proposes to energetically develop secondary central cities in BTH region,to improve the development of11regional central cities in Hebei, to probe newspatial pattern of group cities and then to form a “1+X”structure with those11regional central cities as cores coordinating resources of their surrounding countiesand towns, to advance development of several sub-central cities tamping thefoundation of multiple points in BTH area and to exploit counties, especially thosetowns with local characteristics.(4) In accordance with the theory of organic decentralization, several satellitetowns of complete facility, satisfied ecological environment, good favor and servicefor Beijing are to be built60-80kilometer around Beijing, so as to relieve the urbandisease of traffic jam caused by population pressure. (5) This paper also presents some countermeasures for supporting spatial jointdevelopment in BTH region in such aspects as industrial development, regionaltraffic integration and ecological environment protection.
