The Research On Shanxi Rural Poverty And Anti-poverty Issues Under The New Poverty Line

Poverty is always the difficult problem for many countries’ development, especially indeveloping countries. How to eliminate and alleviate poverty is the goal in the whole internationalcommunity. China, as a developing country, the agricultural population and poverty population areenormous. Just to solve the problem of poverty is useful for achieving the economic boom, thenational rejuvenation. In2011, the CPC central committee raised a new standard for povertyalleviation. In the new standard of poverty alleviation, Shanxi rural poverty population hasincreased rapidly and the21counties is listed as Yanshan by the government, it includes Taihangmountain, Luliang mountain, there are two destitute areas. How to work out with Shanxi povertyline according to the national new standard for poverty alleviation? What policy is suitable forShanxi poverty alleviation? To develop the farmers’ economic needs to improve the povertyalleviation policy pertinence and validity, it is society responsibility and the current target.This paper is based on the domestic and international theories about poverty. Secondly thispaper reviews the five stages of Shanxi Province since the reform and opening up rural povertyalleviation: Shanxi rural poverty way, the measures of poverty, and the obtained results. Accordingto the new standard of poverty alleviation, Shanxi rural poverty alleviation areas and povertypopulation will be expanded, the paper will be collected all data before and after the new standardimplement. The researcher will analyse the new situation, and Shanxi rural difficulties andchallenges. Then this paper, by using ELES model poverty line measurement method, combiningwith the reality of Shanxi to collect the statistical data, work out the actual current Shanxi ruralpoverty line. To combine with the actual situation of Shanxi, from the objective and subjectiveanalysis, to analyze reasons and factors about the poverty: natural poor factors, social factors andindividual factors. According to the work out of rural poverty standards, the findings of this paperare the anti-poverty strategies should be from the system of Shanxi, mode, input methods. At theend of the paper in accordance with the anti-poverty, and strategies to put forward the suitablestrategies against poverty.
