| Frequency Converter Technology is one of the most important methods in energy saving for motors used on pumps and etc. The obvious effects and other strong points of it have been acknowledged widely. It is regarded as one of the best technical methods for the high energy-consuming enterprises, including the iron and steel making enterprises, to save and reduce consumption and thus enhance their competitiveness. However, the onetime investment of the converter innovation is quite huge and with considerable technical risks. The converter innovation project of descaling pumps in B Steel Plant also met the same problem. Energy Management Contracting (EMC) is a favorable practice for energy saving project operation around the world these days. The characteristics of its operation mode just can solve the up-mentioned contradiction.The subject of my research is based on the practice of the innovation project of descaling pump in B Steel Plant, to build the Project Procurement Management, which is suitable for the new operation mode of EMC. It tried to identify the potential risks and problems, which might happen during the converter innovation project of descaling pumps in B Steel Plant, and make corresponded solutions. And then the experience can be used on Supplier Management, Contract Management and other process of project procurement management in order to reduce the purchasing cost and project risks, thus ensure the success of the project with the new operation mode of EMC.This paper is aimed to enhance the understanding and comprehension of the EMC, which is correspondingly new operation mode for energy saving, and develop the conditioned strategy and method according to the characteristics of this new mode. I hope this paper can give some help for the promotion for this new mode applied to the Project Procurement Management in the energy saving innovation project in B Steel Plant even in the whole high energy-consuming industry. |
