In the process of "equip China and make it more competitive in the world", Shenyang Blower Works Group needs strong human resources as a support, and even more requires a modern human resources management system of selecting、employing、 educating and keeping personnel precisely as the guarantee. Focusing on stock financing, mergers and acquisitions to strengthen and expand the process, Shenyang Blower Works Group more urgently needs to introduce or select and cultivate a high-quality professional management team to lead and promote the sustained and healthy development of Shenyang Blower Works Group. Competency and timely research, construction and application of Competency Model high precision provide the basis for selecting and training a high quality professional management team for Shenyang Blower Works Group and lay a solid theoretical basis and provide practical ideas for the establishment of human resources management system.Starting with the diagnosis and analysis of enterprise Human Resources, this thesis presents three different stages of Investigation from easy to difficult and complicated using three methods, including behavioral event interview, expert surveys and questionnaires. And in this thesis, Delphi method is used to analysis the feedback from the three stages of investigation through emails and questionnaires and then to modify the results of the first stage of investigation. According to the investigation results, Determine the qualities that excellent SBW management personnel shall acquire, including educational background, knowledge structure, work experience, job performance, personal integrity, innovation, relationship capacity, the concept of ability, knowledge management capability and so on, and then build Shenyang Blower Works Group Management Competency Model. Construct Management Competency-based human resources management system. This thesis is characterized on the basis of literature research by incorporating the features of manufacturing industry into Shenyang Blower Works Group’s own characteristics to summarize SBW’s existing features of the28competencies and identify the management Individual Characteristics which can match with the features mentioned above and then verify the correctness of competencies through interviews, expert methods, and model verification, and finally to amend and improve them. On this basis, it is necessary to design the questionnaire used to collect data and further explore and verify the Shenyang Blower Works Group Management Competency multi-dimensional structures. And then construct the Shenyang Blower Works Group Management Competency Model and apply Competency to the four modules of human resources management, including recruitment, compensation, performance management and training, to form a competency-based management of human resources management system.
