In today’s information age characterized by knowledge-based economy, the talent is key to the competition between enterprises. As the enterprise acquiring talent in important ways, many enterprises attach importance to the interview job. The interviewer holds interview job responsibility, their quality directly affect the enterprise whether to recruit outstanding talent, and ultimately affect the enterprise in the fierce competition in the market performance, because of their own conditions, SMEs on the talents of the attraction is weaker, in SMEs the interviewer’s comprehensive quality is more obvious than large enterprises on recruitment effect.This article wants to explore the interviewer’s comprehensive quality in SMEs from the competency research perspective angle. The writing purpose is to gives a reference standard through the interviewer’s competency in SMEs. on the one hand, it can improve the overall quality of small and medium-sized enterprise interviewer, on the other hand, I also hope to improve the level of corporate recruiting talents, enhance the competitiveness of small and medium enterprises level; at the same time, for job seekers to create a good interview platform, exert their own level, so that job seekers and enterprise double win.First, review the literature including competency, competency model concept, secondly, by using the BEI interview, job analysis method extracted the relevant competence, explore the interviewer competency model scale, again, analysis the investigation’s reliability and validity, then, large-scale distribution, construct the model on a factor analysis, finally, the model was improved, and eventually formed a small and medium-sized enterprise interviewer competency model.The model consists of knowledge, skill, ability, quality of the four dimensions of a total of13competence. knowledge dimension by human resources management knowledge, knowledge management, enterprise basic information form; skill dimension by office office software, personnel quality assessment, interview skills; ability of communication and coordination, dimensions by expression ability, analysis and judgment, learning ability; quality dimensions by stable and affinity, listening and responding, professionalism. This model guided by competency research related theory is more comprehensive and more practical than the previous mode.
