Liaoning expressway’s mileage has led the nation. That is why the importance of how to manage this expressway. And it’s also a very important task.Liaoning provincial expressway authority is an institution. It has more tan12,000employees but still now it doesn’t establish a scientific and reasonable performance evaluation system. This paper is study about it, and introduces the modern enterprise performance and evaluation system to it. It’s also analysis and study the staff s performance evaluation system.This paper starts with the performance evaluation’s theories, clarifies the theory and method and conducts their advantage and disadvantage. It’s also analysis the current situation and problems on Liaoning provincial expressway authority performance evaluation system. According to the strategic development goals, determine the building basic principles of performance evaluation system. Performance evaluation system’s study subjects have divided into three levels, which are deputy director-level leadership positions, middle management posts and general management positions. On each level it settles the different system targets, evaluation criteria, weight targets and analysis the positions and the characters of results. Next this paper studies the application of this system, choice the middle management posts as the study’s subjects. During the last year, according to the new system and the expert option’s score it analysis the results of the performance evaluation from the whole to parts.
