Research On Performance Evaluation Of Chinese Expressway Enterprises

As the basic industry of national economy, expressway is very significant for building a moderately prosperous society and achieving modernization. Since 1988, the first expressway opened in China, the construction of expressway has entered the accelerated development of the fast lane. Statistics showed that, China has increased 32,000 kilometers of new expressway during the "Eleventh Five-Year", which accounted for about 45% of the total mileage. During the "Twelfth Five-Year", China continued to promote the construction of expressway network. With the continuous expansion of the expressway mileage, management of expressway enterprises has became a serious problem. By establishing a reasonable performance evaluation system of expressway enterprises, can accurately determine the actual operation of enterprises, and help enterprises to improve management, enhance the overall effectiveness and long-term ability, ensure that enterprises achieve sustainable and healthy development.Currently, The performance evaluation of expressway enterprises are in different ways, and some performance evaluation systems can’t completely reflect the special nature of expressway enterprises. Therefore, constructed reasonable performance evaluation system of expressway enterprises, which not just reflected the special nature of expressway but also closely linked with strategic objectives became more necessary. This paper firstly studied performance evaluation theory of enterprises; followed by the analysis of current situation and existing problems of performance evaluation of expressway enterprises, which provide clear direction for this research, then systematically studied how to build the system of performance evaluation of expressway enterprises; and then selected FZ Expressway Company of case study for application discussion; Finally, the policy recommendations were put forward, aiming to improve the performance of expressway enterprises and ensure the conduction of performance evaluation effectively.The performance evaluation system of expressway enterprises is the key content of this paper. Evaluation indexes, evaluation standards and evaluation methods were the key content of system:(1)This paper designed a comprehensive and reasonable performance evaluation system based on system theory and strategic management theory, which selected from five aspects of financial performance, service level, operational management level, development of innovative ability and social performance, integrated into safety, environmental performance and other indicators to ensure that expressway enterprises achieve comprehensive, balanced and sustainable economic and social development. Meanwhile, relatively comprehensive evaluation standards were designed according to the established performance evaluation index system. (2)In addition, fuzzy comprehensive evaluation method (i.e., combining analytic hierarchy process with fuzzy comprehensive evaluation method) was used as the main body and combined with Delphi method to carry out performance evaluation, which not only could overcome the deficiency of subject thought and effectively process the fuzzy information, but also was scientific in calculation and convenient for practices, at the same time the step-by-step process of calculating results conducive analysis of results. (3)To verify the usefulness of research, the performance evaluation of FZ Expressway Company as the case was selected and studied, and results analysis and rinding of problem were carried out, suggestions of improvement measures were proposed.
