Enterprise performance evaluation activities are the core content for the enterprise human resources management. It's a long time for enterprises in their actual work to make a continuous exploration on the issue which is concerned on how to formulate a scientific and effective enterprise performance evaluation system.China telecommunication Company is a veteran of state-owned enterprise.In its developing history, it has accumulated a lot of management experience.Meantime, performance evaluation system has experienced different stages.As an enterprise, it always concerns on their performance.However, it needs a completed performance evaluation system to the performance of business.In the existing enterprise performance evaluation system, many problems still exist, such as less concern on the long-term developing goals, it led to the business decision on the short-term behavior; set up unreasonable targets, and didn't integrate with the long-term goals;Only made quantitative indicators, lack of qualitative indicators.In this paper, the researched object is a new network of local telecommunications enterprises which is set up for a short time.Although it extended the performance evaluation mode of telecommunications enterprises over the years, but it still exists gaps and shortcomings.This paper starts with the theories of the performance evaluation. Firstly, clarifies the relevant theories and the methods used in enterprise performance evaluation. On this basis, analyzes the problems of the existing local network system performance evaluation of the status and performance evaluation, come to the result that existing performance evaluation system can not be served completely for local telecommunications network company's long-term development goals.Meanwhile, according to the season of local telecommunications network company's strategic development objectives determine the basic principles and methods.From existing positions and its performance evaluation, then based on the different characteristics of the workplace, through work and performance analysis, determine the different status indicators evaluation system and evaluation methods, weight indicators, evaluation criteria. From various aspects of detailed analysis and exposition, and then establishes the different levels of performance evaluation system of general managers, front-end department managers, backend department managers, department-control managers, after the end of control departments as well as staff of different departments.
