Common distribution serve as an advanced urban freight delivery methods, its widespread benefits and advantages have been recognized by the majority of scholars and experts. With the development of e-commerce and Internet information technology, more and more common distribution platform and logistics information platform is developed on the market, but its main function is limited to publish goods and vehicles information. This article designed-City Freight Common Delivery System with Recommended Time Window, which conduct specifies research on the application environment at the same adds positive functions.At first, we conduct research and analysis on the working environment-Beijing city freight market. Compared with line haul transportation between cities, there are more constrains and limits on freight devilry activates in urban area, but this point out the necessity and urgency of promote common delivery in urban area. In this part, In order to have comprehensive scientific understanding of urban freight market we do research from the urban freight macro data to cargo market microcosmic research.Next, design the recommend off-hour traffic time window module. The data source of this module is the real-time dynamic traffic index released by Beijing Transportation Commission (http://www.bjjtw.gov.cn/). Firstly, we introduce the calculation methods of traffic index; Then developed-VBA Based Web Crawlers Program, to unattended automatic collect the traffic index data in7×24hour; Nest make assessment on missing data, using linear interpolation and dynamic factor method to conduct data repair process; Then designed-Traffic Index Spatial and Temporal Analysis System, to make large amounts of data analysis automatically, and demonstrated the possibilities of set different off-hour traffic time window in different urban areas; Finally, based on the traffic index using data visualization method to determine the range of off-hour traffic time window.Then, design the common delivery cost allocation module. According to the different cooperation types of common delivery, for short-term/temporary common distribution partners designed simple average allocation model based on parties, cargo or freight turnover. For scaled enterprises conduct long-term common distribution we designed model based on Shapley assessed value, this model consider the interests of all parties, while better safeguarding the stability of the coalition. Finally, a numerical example for the Shapley value allocation method was demonstrated. At last, based on the functions of traditional logistics information platform add with the innovative function modules introduced. By using Strutsl.2framework, JSP and MySQL database technology, we developed-City Freight Common Delivery System with Recommended Time Window, which obtain a Computer Software Copyright. In the conclusion part, we summary the study and research conclusions meanwhile identify the shortcomings of the studies.
