The problem of food safety is not only related to people’s health and life safety, butalso related to the development of national economic and social stability. As animportant part of the structure of food consumption, meat products’ quality and safetyiare particularly important. China is the world’s largest meat production andconsumption country now, not only in the domestic market, the demand for meatproducts is rising, but also the exports to the international market are also increasing,which greatly promoted the development of China’s meat industry. At the same time, inorder to guarantee the quality and safety of meat products, China has established andgradually perfect the control mechanism, introduced a series laws and standard systemof meat products safety regulation, and continuously perfect and unified the detectionmethod. But on the whole, meat products safety regulation in China did not achieve thedesired effect, the illegal incidents such as wanton slaughter, water meat,"Clenbuterol"still occur.Based on this, the paper attempts to see the effect of meat products safetyregulation as the breakthrough point, and makes an empirical study on the actual effectof the government regulation. The train of thought of the research include: first, brieflydescribed background and the significance of the topic in the introduction part, and thensummarized the content and method and innovation point of the research. Next,introduced the domestic and foreign research situation of meat products safetyregulation. In the third part, introduced the demand and supply theory of meat productssafety regulation in the part of basic theory, and on this basis, summed up the operationmechanism of meat products safety regulation, then analyzes the effect factor of meatproducts safety regulation and its mechanism. Secondly, the article analyzes the meetssafety regulations institutional change, and then analyzes the present situation of meatproducts safety regulation from the regulatory legislation, regulatory agencies, controlmeans and process, based on the above, the paper summarizes the main problemsexisting in the current meat product control in our country. In the part of empiricalanalysis, establish an evaluation model of VAR by using time series data, then do theGranger causality test and the impulse response analysis and variance analysis on themodel results in order to research the dynamic effects of the variables. Finally, the paper put forward policy recommendations to improve the effect of meat product safetyregulationThis article mainly uses the method of literature research, comparative analysis andempirical analysis, the empirical research is the emphases of this paper. The paper sumsup the effect of meat product safety control effect and its influence factors, and collectsrelevant data to do the empirical analysis on the influence factors of meat productssafety regulation and its mechanism on the micro level, its research results is moretargeted, it has an important reference value for the policy formulation andimplementation of the meat products safety regulation.
