The Empirical Research On Regulatory Effect Of China’s Dairy Products Safety Regulation

The dairy safety regulation is social regulation of the dairy industry specifically.Therefore, the dairy safety regulation belongs to the category of social regulation, but alsoreflects the specific characteristics of the dairy industry. China’s dairy safety regulationhas existed for a long time, but a systematic study of the dairy safety regulation seldomexists, especially for effect of dairy safety regulation.Under this circumstance, this chapter first analyses the dairy safety regulatory fromthe following parts: regulatory requirements, regulatory objectives, regulatory process, thedairy safety regulatory operating mechanism and the factors affecting safety regulationseffects.Then, followed by analysis of the dairy safety regulations institutional change, thepaper summarizes regulatory system including Regulatory Legislation, RegulatoryAgencies, the object of regulation and regulatory tools. The main problems in China’sdairy safety regulations and how to influence the effect of the regulation are analyzed afterthe analysis of the history and present institution of the regulation.According to the theoretical analysis of the dairy safety regulations and dairy safetyregulations of the status quo, the paper establishes regulatory model. Based onregulatory results and analysis of the Granger causality test, impulse response functionanalysis and variance decomposition, the article achieves regulatory effect evaluationconclusion: regulatory organizations successive reform has not promoted regulatoryeffect, regulatory legislation contribution to regulatory effect is the highest one,concentration ratio of diary industry indeed plays a positive role in promoting regulatoryeffect, contribution rate of dairy safety regulations inspection effort is the minimum onewith a significant short-term effect.At the end of the article, based on the current situation and empirical results, policyrecommendations are made to improve further regulatory effect: the further improvementof regulatory legislation, the establishment of specialized regulatory agency, improvementof the industry concentration rate and increase of regulatory inspection effort.The main research method of the paper is econometric analysis based on econometricsVAR (vector regression model) as the basic theoretical tool. The study on the effect ofChinese dairy products safety regulation can enrich the contents of regulatory effectevaluation and provide a new perspective for the study of social regulation. At the sametime, empirical analysis of the regulatory effect of Chinese dairy products safety regulationhas a very important reference value for the effective implementation of the dairy productssafety regulation and future regulatory policy-making.
