Food is necessary for maintaining the survival and development of people, with the continuousadvancement of society, the rapid development of technology, the lasting growth of economy and theimprovement of living standards, people’s consume awareness is also changing, the demand for food havebecome more than just the demand for quantity and the demand for types, and people gradually increasethe requirement for food quality safety, so put forward higher requirements for the development of foodindustry, and food safety is a hot spot problem that society shows solicitude for commonly. Foodenterprises are the direct provider of food and the first person responsible, they have to undertakecorresponding society responsibilities. Analyzing deeply the food safety behavior of food enterprises hasimportant theoretical and realistic meaning for researching the domestic food safety problem, which willcontribute to search the practicability of food safety control measures, and provide scientific and practicaltheoretical support for the formulation of policy and procedure.At present, China is facing with severe food safety situation and food safety incidents happenfrequently, these problems significantly influence the harmonious development of society and the normaloperation of market mechanisms. Because of the information asymmetry in the food market, food safetyinformation can not get effective transmission, and market mechanisms can not play fundamental optimizeallocation of resources. Our country is in the accelerating transformation period at present, part ofgovernment functions’ efficiency is low, they can not remedy market failure, then some food enterprisesmay appear trending of opportunism behavior, and don’t produce and manage according to the regulationof food safety condition. Part of food enterprises ignore food safety and select neglect food safety behaviorfor maximum interest, produce unqualified food, and cause serious harm for physical and psychologicalhealth of people, which have been considerably affecting the harmony and stability of society. It thiscontext, it is important to establish efficient food enterprise supervising system and incentive mechanismto make food enterprises improve the food safety level. The establishment of efficient food enterprisesupervising system and incentive mechanism need deeply research the behavior rule of regulated object(food enterprise), so we should further study the food safety behavior of food enterprises. In food market,actual economic activity of each stakeholder can become feedback signals to act on food enterprises, thus affecting the selection of food enterprises’ food safety behavior. Based on the signaling theory, the articleanalyzes the influencing factors of food safety behavior of food enterprises, and combines related theory ofEconomics, Institutional Economics and Information Economics, uses of research methods of combiningmicrocosmic and macroscopic, combining qualitative analysis and quantitative analysis, combiningcriterion analysis and demonstration analysis, builds theoretical analysis frame of food enterprise’ foodsafety behavior on the foundation of analyzing food safety problems research literature at home and abroad,constructs econometric model, and introduces operating variables in accordance with the realistic situationof China at present, analyzes the influencing factors of food safety behavior of food enterprises. At last,according to the results of the empirical analysis, putting forward scientifically-sound policy to encouragefood enterprises to pay much more attention to food safety and improve the food safety level.
