These years, scholars have been more attention to the function of performance management, the related research has increased rapidly, but the guiding effect to performance management practice is disappointing, the formalism approach prevails. So, study focus on the role of performance management should have. Based on the study environment and study demand, this paper proposes:accomplish performance management by constructing and improving performance management innovation capability.The main study of this paper is:The research review of this paper has two parts:one is about the connotation of performance management innovation capability, organization innovation, and management innovation, innovation capability improving, influencing factor of innovation capability improving. By studying research of innovation, this paper has the solid foundation for performance management innovation capability management, feasibility and functionality of performance management innovation capability; another is about the barriers of performance management:limits to performance management process, few of performance management study from learning view.This paper bases on knowledge ecosystem, organizational learning capacity, and organizational change, then proposes basic assumptions:performance management innovation capability includes the response ability of performance management knowledge and ability to performance management change; the improving of performance management innovation capability comes from the improving of the response ability of performance management knowledge; the improving of performance management innovation capability comes from the improving of the ability to performance management change.Then, the paper is about theoretical arguments of basic assumptions. Performance management innovation capability includes the response ability of performance management knowledge and ability to performance management change. The response ability includes knowledge alert ability, knowledge cognition ability, and knowledge transfer ability, and proposes the performance management process based on knowledge response ability Performance management change ability includes change plan ability, change practice ability, change adjust ability, and proposes the performance management process based on innovation ability. Based on above, proposes the performance management process based on innovative capability promoting path.After that, the paper is about practice study of basic assumptions. The questionnaire investigation’s conclusion:managers know not enough of performance management innovation, performance management innovation ability need improvement and the research hypothesis had been approvable. Dividing the factors of path into three different levels.This paper’s value is to improve performance management innovation theory, give valuable reference to human resource management.
