The division of the eastern region is according to the national bureau of statistics on June13,2011. Research scope of the article refer to Beijing,Tianjin,Shanghai,Hebei,Shandong,Jiangsu,Zhejiang,Fujian,Guangdong nine provinces in addition to the Hong Kong specialadministrative region,Macao special administrative region,Taiwan province,Hainanprovince in this paper from response time,the number of issued,measures and the effect oncomparative analysis of energy-saving service industry policy by using comparative analysis,literature analysis qualitative and quantitative analysis. From the overall state,time of draftingenergy-saving service industry policy in eastern region response to national energy-savingservice industry policy,reach a conclusion that Beijing,Shanghai,Guangdong,Shandong,Jiangsu and other places set policy time significantly faster than Hebei province; Fromnumber of local energy-saving service industry policy of the eastern region,reach aconclusion that Guangdong,Beijing,Tianjin,Shandong,Shanghai and other places to enactlocal energy-saving service industry policy number higher than that of Hebei province; Tosum up, Beijing, Guangdong, Shanghai, Shandong and other places importance toenergy-saving service industry development is higher than in Hebei province.Energy saving service industry of policy measures is mainly analyzed from nine aspects,including market entry regulation,financial measures,financial measures,talents, technicalmeasures,regulation measures,government procurement,organization measures,platformconstruction measures. Market entry regulation from the energy service company to enter forthe record,the energy service company get financial fund,and the third party energy auditinstitutions to enter the record regulation compare above three aspects. it is concluded that theeastern region energy service companies to enter the record regulation of provinces and citiesare divided into two kinds of circumstances,is a kind of state for the record,another kind is astate for the record and provincial (municipal) level for the record. Shandong,Hebei,Jiangsu,Tianjin,Guangdong province belong to the former,Beijing,Shanghai, Zhejiang and Fujianprovince belongs to the latter; Energy service companies to obtain financial capital regulationis divided into two categories,local energy conservation service company of categoryimplementation of contract energy management project within the territory can apply forrewards in the local capital,another kind is only allow registered in local energy conservationservice company to apply for the local financial rewards. Beijing,Tianjin,Shanghai, Guangdong,Shandong,Fujian province belong to the former,Zhejiang,Jiangsu,Hebeibelongs to the latter; Third section energy audit organization to enter the record regulationalso divided into national energy section and provincial (municipal) level for the recordsection third-party energy audit institutions. Fiscal measures to encourage energyconservation service company and encouraging the energy-using units comparing of energysaving technical reconstruction of fiscal measures, it is concluded that financial measures forenergy conservation service company reward money is not the same,including Shanghai,Beijing,Guangdong,Fujian,Tianjin significantly higher than the national minimum standardsof financial capital. Hebei and Zhejiang,Jiangsu province,also achieve the national minimumstandard flat; Energy-using enterprises financial measures for energy saving technicalreconstruction were different. Financial reward fund of Beijing and Shanghai is higher thanthe national minimum standard. Tianjin,Hebei,Shandong,Zhejiang,Jiangsu,Guangdongfinancial also achieve national minimum standard flat. From financial measures,talents,technical measures,regulation measures,government procurement,organization measures,and platform construction of comparison,the eastern region provinces to develop energysaving service industry have Similarities and differences. But the main purpose is thatcreating a good environment for energy-saving service industry further development bybroadening channels of financing, establishing and perfecting the talent training mechanismetc.Through the effects of energy-saving services industry comparative analysis, and reachthat Beijing,Guangdong are the fastest growing in energy conservation service industry;Jiangsu,Tianjin,Shanghai,Zhejiang,Shandong province are the rapid development of energyconservation service industry; Energy conservation service industry development of Hebeiprovince and Fujian province are relatively slow. Finally, in order to province enlightenmenton energy-saving services industry of Hebei from the market entry regulation,fiscal,financial,talent,technology,regulation,government procurement,organization and platformpolicy.
