The implementation of low carbon transportation needs guidance and security policy,and transportation policy of low carbon is to optimize the transportation structure,transportation countries around the efficiency improvement, technological progress and otheraspects of the formulation and taken to save energy as a series of policies and strategies forthe purpose of. Practice has proved that all over the world, innovation and development policysystem is an important driving factor to promote the transportation energy conservation andachieve low carbon development. China government since the last century80’s has made aseries of energy-saving laws, regulations and standards, but the transportation energyconsumption rapid growth trend is still relatively clear. So, for the implementation of thesepolicies, we must have an objective evaluation on them, so as to make the governmentcomplement each other in time after the formulation and implementation of low carbontransportation policy, gradually build and improve the system of low carbon transportationpolicy, achieve a win-win economic development and environmental protection.This paper studies the evolution history of China, the U.S., Japan and the EU’slow-carbon transport policy, according to the policy relevance of each, based on specifichierarchy and policy mechanisms, proposed low-carbon transport policies chain. Andaccording to the transport policy of low carbon development characteristics of low carbontransportation policy chain reflected, to determine the evaluation ideas for the policy group asthe evaluation object,"with and without comparison method" as the Evaluation method, andto establish a prediction model of gray GM (1,1) in the absence of policy state.Taking China low-carbon transport policy as an example of empirical research. To selectthe "Energy Conservation Law","special plan for energy saving and long-term" and "EnergyConservation Law (revised edition)" as the representative of the policy group was used as theindex to evaluate energy efficiency, energy consumption per unit turnover as a measure ofenergy savings, analysis and calculations of the China low-carbon transport policy for energyconservation effect. The results showed that:"Energy Conservation Law" policy group in thecalculating of saving energy-18792.44million tons of coal during the period, saving energy is negative, did not meet the energy-saving effect;"special plan for energy saving andlong-term" policy group in the calculation of saving energy20224.09million tons of coalduring the period, the average annual energy savings of5056.02million tons of coal, achievea beetter energy savings;"Energy Conservation Law (revised edition)" policy group in thecalculation of saving energy24471.33million tons of coal during the period, the averageannual energy savings of4894.27million tons of coal, energy-saving effect is relatively good.According to the historical evolution characteristics of domestic and foreign low carbontransportation policy and saving energy efficiency evaluation results of the China low-carbontransport policy, put forward to improve China low-carbon transport policy measures andsuggestions.
