| Economic reform and opening up thirty years of rapid growth, is inseparable from thedevelopment of small and medium-sized enterprises, but small and medium-sized enterprisefinancing difficult problem has been the bottleneck of the development of such enterprises,large demand for financing guarantee that guarantee industry developed rapidly, the greatenvironment of the SME financing problems, but the guarantee business, due to a late start, intheir development process in the strategic positioning is not clear, the problem is unknown isalso more prominent.This research take the JC Guarantee Corporation as an example the research object, thecompany was founded in2010, its purpose is to solve the financing problem of small andmedium-sized enterprises in Henan Province, the company registered capital of one hundredmillion, among them, the government holding70%, in its four years of much time, solves thesmall and medium-sized enterprise financing problems, made a great contribution to thedevelopment of local small and medium enterprises, but with the competition and incentive ofthe security industry, there are many problems of development of JC Guarantee Company,these problems most of the direction of JC development based on the strategy of investmentGuarantee Company is not clear, launched a comprehensive study for this problem.Through this research, proposed the JC investment Guarantee Company should adoptspecialization strategy, through professional operation of guarantee business to gain marketshare; and the competitive strategy of the company should adopt differentiation strategy andfocus strategy. In order to realize the enterprise strategy, take corresponding measures, onemust first determine the JC investment Guarantee corporation enterprise vision, mission andstrategic target, followed by the formulation of enterprise development strategy specific, onlytake these measures in two aspects, enterprise strategy can be implemented; in order to makethe JC Guarantee Company’s strategy effectively the implementation of the,, also need to havea corresponding security system, finally, this paper puts forward the strategic decompositionto specific departments, and implement the corresponding appraisal system of thesedecomposition into functional part strategy.
