Under the background of the coordinated development of beijing-tianjin-hebei,controlling haze and greenhouse gas emissions is imminent, but in the stable and healthyeconomic development how to achieve double effect of "reduced haze" and "carbonreduction" is a important topic worth studying. This paper puts the carbon productivity as themain line, combines economic development with carbon emission reduction, and researchescarbon productivity changed trend and influence factors of the beijing-tianjin-hebei region, besides puts policy Suggestions for the development of low-carbon economy. The research of this paper is divided into four levels. Firstly, analyzes the carbonemissions, carbon productivity changes in the region of beijing-tianjin-hebei and industries.Secondly, this article establishments the LMDI model to analysize the main factors thatinfluences the carbon productivity’s change in beijing-tianjin-hebei region. To find that thecarbon productivity’s change dues to the changes of energy efficiency, energy structure, industrial structure and spatial structure. And through the validation shows thatbeijing-tianjin-hebei region in2000-2011carbon productivity’s growth is the main cause ofenergy efficiency effect, industrial structure effect is more outstanding, and the energystructure effect and the spatial structure effect is affected by more constraints and smaller. Then, further analyzes the effects on the carbon productivity change in beijing-tianjin-hebeiregion from the perspectives of energy efficiency (unit GDP energy consumption),energystructure(the energy consumption structure), industrial structure(the second industryproportion of GDP) and space structure (the urbanization rate). At last, puts forward policysuggestions to improve carbon productivity according to each influence factors.
