The traditional urbanization has appeared several problems, which have restrictedthe sustainable development of economic and society in China. Hence the18thNational Congress first proposed the concept of "new urbanization ". However, dueto the time limited, the systematic research of the "new urbanization "is quite few.What is new urbanization? How to develop new urbanization? The answer needssystematic and comprehensive criteria. Based on this background, the paperconducts the research on the evaluation criteria and index system of the newurbanization in order to provide theoretic reference for the in-depth understandingand scientific evaluation of the new urbanization.Firstly, the paper files the related theories and practical cases of new urbanizationand relevant evaluation index system. On this basis, the paper researches the basictheories of new urbanization evaluation, which include the interpretation of newurbanization connotation, guide research of basic ideology and theories, andfurthermore establishes the nine new urbanization evaluation criteria from theperspective of sustainable development. Secondly, under the guidance of theevaluation criteria and principles of index system, the paper selects the indexes byusing correlation analysis method which focuses on the index criteria and weightscomparative study. Then the research builds a more scientific and feasible newurbanization evaluation index system, which is reflected on three aspects: the power,the quality and the equity of urban and rural development. At last, the index systemis applied to the empirical research on Anhui Province for evaluation of newurbanization development. For one hand, it is to explore the scientific andoperational feature of the index system, on the other hand to give recommendationsof formulating new urbanization development strategy for local governments andplanning departments at all levels.At the end of the paper, the conclusions and innovative contents of this study havebeen described, followed by the problems and limitations of this research.
