Evaluation Research On The Promotion Effect Of New Urbanization To Transformation Development In Liaoning Province

Liaoning Province,as a typical resource-dependent region,is one of the traditional industrial bases that have made great contributions to the industrialization process of China.However,resource depletion leads to slow growth or even recession of regional economy,which is also accompanied by irrational economic structure,environmental deterioration,imbalanced development between urban and rural areas,and low income of most residents.Therefore,transformation development in Liaoning Province is actually the most urgent and important issue at present.New urbanization is very different from traditional urbanization.The latter characterized by high investment and high consumption focus mainly on the expansion of towns in amount and scale.resulting in several problems including huge pressure of upgrading industrial structure,serious waste of resource,degradation of living condition,and growing wealth gap.By contrast,the new urbanization concentrates more on efficiently allocating and intensively utilizing resource,reducing energy consumption,alleviating impact of resource shortage,and promoting restructuring of economy and industry.In addition to quality enhancement of towns and formation of industrial clusters,it can also improve the leading role of industry to agriculture,promote coordinated development between urban and rural areas,and realize social transformation.These factors make the new urbanization a logical choice for economic transformation,industrial upgrading,and social transformation of Liaoning Province.This work aims to evaluate how new urbanization promote the transformation development in Liaoning Province.So in the beginning,connotation and characteristic of the new urbanization as well as related theories on evaluation index system are illuminated.According to the twelfth five-year plan of Liaoning Province and promotion effect of the new urbanization,evaluation indexes are selected from three aspects,namely,economic transformation,industrial upgrading,and social transformation.Standard of evaluation indexes established by the previous step is applied to construct comprehensive evaluation model.In order to objectively evaluate the promotion effect of new urbanization to the transformation development in Liaoning Province,data in statistical yearbooks from 2010 to 2014 have been analyzed by SPSS and EXCEL,among which the index weight is obtained by CRITIC method.The above evaluation index system is used to estimate the level of transformation development in Liaoning Province and 14 cities.Furthermore,investigating encountered unforeseen problems during development process can provide countermeasures that serve as scientific reference for further promotion of new urbanization in Liaoning Province.
