By integrating policy and enterprise’ innovation intention, the dissertation researches how innovation intention could be transformed into innovation behavior under the effect of policy and in this process what make up the innovation intention with multiple cases method. First of all, the dissertation clarifies the main research content and technology roadmap after introducing the relevant research background, research significance and innovation points. Secondly, the dissertation summarizes the literature on innovative polices, innovation intention and Technology Acceptance Model, points the deficiency of the present research and defines the concepts of this research. Then, by using multiple cases study the dissertation selected three cases which include Geely’s acquisition of Volvo, Hisense’research of chip and Datang’s research and development and industrialization of TD-SCDMA, discussing how innovation intention could be transformed into innovation behavior under the effect of policy and in this process what make up the innovation intention by three level coding and inductive analysis on the basis of a simplified model of Technology Acceptance Model, which is Policy Perception-Innovation Mention-Innovation Behavior model. Introduce and supplement new elements and propose a closed loop model. Research shows the innovation intention will transform into implementation intention under policy perception and will further to innovation behavior when all parties involved have intentions which is common intention. That is innovation intention-implementation intention-common intention-innovation behavior. In this process, the effect of policy perception has direct or indirect effect on innovation intention. The indirect effect can be passed by stakeholders and strengthen the innovation intention of the main enterprise and the strengthening intention can also be passed and strengthened to stakeholders. It is a process of passing and multiplied effect. The final behavior can give a feedback to policy. So the entire process forms a closed loop system.
