| The powder metallurgy industrial cluster in Beipiao City belongs to the traditional one, its primary mainly processed products contain iron processing and milling cast, this cluster has accumulated a certain foundation in more than30years’ developing, but it also has appeared amount of problems such as no centralize, poor management, lack of innovation and less connections influenced by production mode, operation system and industrial policy, which are the conditions of cluster upgrading. This research analysis the problems of the powder metallurgy industry cluster itself and the current industry policy issues, and combined with the advantages of the cluster, researches on industrial cluster upgrading police in the views of government management.This paper analyzes the key problems of industrial cluster upgrading and its causes, pointing out that the cluster structural risks and functional deficiencies have decisive effects on cluster upgrading, summers up the current industrial policy problems and its causes, making connection with police issues and upgrading problems. With the purpose of solving problems, this paper introduces the style of government management, sets the local government in a cluster network system which is more abroad in structure and more closely in association, researching on the important functions of local government and industrial policy, point out four suggestions to revise recent cluster policy in modifying cluster network, improving cluster management, strengthening scientific innovation and upgrading developing environment, combining with government management principles, government roles, management content, implementation method and implementation mechanism, which provides theoretical support for the local government to improve the cluster planning and promote cluster upgraded. |
