Policies To Enhance The Core Competitiveness Of The City Of Guizhou Province

Since1990s, there are two obvious trends in the development of world economy: economic globalization and the wave of new economy. With resources’ free circulation on a global scale worldwide, the new economic growth serves as a new economic development model. This kind of economic development mode means both opportunities and challenges for every city. Under this situation, city plays a more and more significant role in the various countries economic development. With China’s accession to the WTO, competitions between cities trend to be increasingly international and fierce. Therefore, how to improve the city core competence becomes the focus of the scholars’and government’ research. A city which intends to survive in the fierce competition must constantly improve its competitiveness. Thus our researches are required to focus on the urban core competence, the promotion policy of the city core competitiveness in order to seek out the most suitable and effective way.City core competitiveness mainly reflects one city’s relative status and variation in the economic scale, economic growth rate, comprehensive productivity, industrial gradation, income level, development costs, and happiness, etc. Guizhou, as an important energy base of various resources such as water, electricity and coal, has made great progress in the city development; however, its urban core competitiveness is rather low. On the level of economic development, Guizhou is one of the lowest ranked provinces across the country whether Gross National Product (GNP) or Gross National Product per capita; on the infrastructure construction, road congestion, the less urban public goods supply and inaccessible traffic. On city innovation, less number of national research bases and researchers, a gap of the scientific research and project compared with the national average level; on human resources, although the labor force is low-priced, it is due to its backward economy. However, the High-quality Talents are the original driving force of city development.The main viewpoints of this thesis:Guiyang, as the center of Guizhou province, less powerful competitiveness, relatively backward industry and weak manufacturing; in order to enhance the city core competitiveness, we should focus on the promotion of manufacturing, improve the investment environment vigorously, give first priority to the low cost of operating environment of manufacturing, meanwhile, to improve hard environment such as infrastructure and soft environment, such as population quality and human resources, on this account to compete worldwide and attract external vendors; large numbers and low-priced rural surplus labor force, short supply of high level human resources; heavy and inaccessible traffic and inconvenience travel hindering the logistics and market development and restricting the development of economy.In this thesis, the author firstly makes a clustering analysis of the city core competition force in Guizhou. Then synthesizes the main policies of promotion the city core competition force according to some famous scholars and government agencies:the level of economic development, traffic, city innovation, and labor force.
