With the changing of internal and external environment and all kinds of competition, theenterprise need enhance the core competitiveness of human resources, hence, as the enterprisecore staff--managers should equipped with what kinds of quality, ability and behaviorcharacteristics. Under this background, more and more researchers point out the competencymodel is an important hub that is able to combine the environmental changes and theenterprise human resource strategyies. The competency model can effectively utilize andrationally develop in all kinds of excellent qualities of enterprise managers, thus based on thecompetency model of human resource management model for the cultivation and constructionof managers provides a scientific and systematic managerial perspective.The research objects are Chinese industrial southern company (hereinafter it referrs to asChinese southern) managers. Based on Strategic deduction, behavioral event interview,questionnaire survey method, we get the competence characteristics, on the basis ofimportance questionnaire of competence characteristics, using the method of exploratoryanalysis and confirmatory factor analysis, the research establishs a management competencymodel of the Chinese industrial southern. More and more, it establishs, based on thecompetency model, practical assessment methods of the managers and analyzed assessmentresults, then specific suggestions which can promote managers competence is put forward.Eventually we design the informationization application of the management competencymodel.The main works are listed as follows:(1) To obtain the competency characteristics of managers. This research obtainscompetency characteristics through three ways. First is that strategic deductive method; forthe company development strategy and enterprise environment are analyzed, and thecompetence characteristics are obtained. Second is that behavioral event interview method;Chinese industrial southern company managers join in behavioral event interview, andanalyze interview statistical data, using the frequency of results gains competencecharacteristics. Third is that exoteric questionnaire; Exoteric questionnaire investigation of themanagers supplies competence characteristics.(2) To build the competency model of managers. This research uses the exploratoryanalysis method to inspect correlation assumption of managers’ competency model, and findit is suitable for factor analysis. By means of main factor extraction result, the factors arerotated and classified, and we get the preliminary competency model. Then using the confirmatory analysis method examines and optimizes the preliminary model though theAMOS software. Eventually we build the competency model of managers.(3) Practical assessment based on the competency model of managers. This researchformulates the evaluation scale of the managers and determines the score based oncompetency model. Through the appraisal of one manager’s results, we comprehensivelyanalyze the overall level of competency and competency dimensions to the competencyfeature, then find that the advantages and disadvantages of the manager and then put forwardthe opinion of training and selection.(4) Informative application of the competency model. This research finds that byartificial competency assessments to the managers need to spend a lot of resources, and it iscomplex to analyze. So to be more conveniently and widely use in Chinese industrial southerncompany, the informative competency model of managers is very necessary. In this paper, weanalyze the informative system, and build the business process of the system and design thesystem function according to the company requirements. Then we assess one of moreimportant management subsystem to design the process of the data so that it can beconvenient for the further development and implementation of the system.This research obtains the competency characteristics based on the strategy, behavioralevent interview method and questionnaire survey, and quantitatively analyzes and determinescompetency model by using exploratory factor analysis and confirmatory factor analysismethod, then establishes the competency model of managers in Chinese industrial southerncompany. Based on this, the research establishes the practical assessment of managers, andthen designs the informative application of the competency model in Chinese industrialsouthern company. The research results to the human resources management of the enterprisehave important application value.
