As the develop-the-west strategy enters into a critical stage and the corresponding aid plan to Xinjiangfrom19provinces and cities across whole country constantly goes deeper, the tertiary industrialdevelopment of XPCC has become the key force which pushes ahead the economic growth of the wholeXinjiang. Since its economic growth is the central pillar of the economic development of the whole region,to speed up its development matters a lot for Xinjiang to become the modern international business centerof West Asia, promote city modernization and new industrialization, enhance its strategic function as alarge melting pot, stabilizer and demonstration area. It also provides an important channel through whichindustrial structure upgrade as well as employment and consumption increase can be achieved. Theprosperity and growth of the tertiary industry in XPCC depends greatly on the tertiary industry advance ofits agricultural divisions. So in such great context and with such exceptional opportunity, studyingcomprehensively on the competitiveness of tertiary industry of the agricultural divisions in XPCC is ofquite necessity and importance.Besides an overall grasp of the tertiary industry competitiveness of XPCC and its agriculturaldivisions, the thesis also aims at detect what problems are lurking through analyzing statistics collected.Based on results from the analysis, countermeasures are finally put forward which may provide both apractical and theoretical reference for streamlining the industrial competitiveness of each division andplanning its future. The following tells how the study is conducted:1. current tertiary industrialdevelopment of XPCC and its divisions is described from the four aspects: industrial structure, fixed assetinvestment, employment structure and the tertiary industrial development in each agricultural division.2.By employing Principal Component Analysis (PCA), an empirical study is carried out. Through setting upan evaluation index system and employing PCA, the principal components of each agricultural division areranked which helps to spot the strengths and weaknesses of XPCC divisions.It is found by the research that the eighth, sixth and first agricultural divisions stand out as morepromising while the rest seem to be slower in tertiary industrial development. After summarizing structuralweaknesses in each agricultural division, suggestions are given concerning industrial structure andurbanization as well as human capital and employment to streamline the tertiary industry of eachagricultural division.
