With the coming of the era of creative economy, creative talents have become the core competitive advantage of the companies, how to develop, cultivate and use the creative talents become the key. Although the creative industry started late in China, our country is presenting strong support and investment to it, the development of creative industry has strong momentum. Under the influence of some limiting factors, such as the operation mode of the traditional industries and the shortage of creative talent, there is still a certain gap between the developed countries and our country in the development of creative industry. Especially there are some problems exist on creative talents which is the fundamental factor limiting the growth of industrial development. Under this background, this paper start research from the connotation and characteristics of creative talents, aiming at construct the creative talent evaluation system which based on the competency model, using the methods of recruitment information frequency analysis, behavior event interview(BEI), factor of molecular and analytic hierarchy process (AHP), in-depth research and analysis to the creative talents competency model, it can providing theoretical and practical guidance for the selection and reservation, training and development, encouragement and performance and other human resources module of creative talents.This article studied the existing literatures, according to the theory of competency model and talent assessment, etc, on the basis of analysis of connotation and characteristics of creative talent, through the methods of recruitment information frequency analysis and BEI, combined with the competency dictionary, extract the competence characteristics of creative talent, the final conclusion for building creative talents competency characteristics model includes6dimensions and23competence characteristics. Combined with the methods of questionnaire investigation and factor analysis to make an empirical analysis on sample data, using AHP to determine the weight and check the consistency, combined with appropriate evaluation methods, finally built valuation system of creative talent competency model. The content of this paper can guide the relevant companies to carry out the selection, training and motivation of creative talents and other human resource management activities scientific and reasonable, enhancing the core competitive ability of creative companies. The research content has important theoretical and practical significance.
