Because of cultural and creative industries with high added value, sustainability,employment opportunities and higher capacity of the national economy, such as growth andattention more and more countries, the development strategy and became more and morecountries and regions many countries even proposed a " cultural nation "," cultural power "strategy, thus becoming one of the cultural and creative industries in the21st century worldeconomy ’s most dynamic industries. China’s cultural and creative industry started late, thegovernment ’s advocate, cultural and creative industries is growing as the new engine ofChina’s economic development. But restricting overall, due to institution-building, humanresources and insufficient supply of many factors, the development of cultural and creativeindustries is still relatively slow. In particular, the problem of the lack of cultural and creativetalent, has become a major bottleneck restricting the development of cultural and creativeindustries in China. And with the shortage of personnel needs that are not relative to the statusquo, said that China has a massive influx of graduates and creativity related to the work forceeach year. This article is in this context, from competency-based human resource managementpoint of view, trying to identify the country by studying the cultural and creative talent havethe competency to provide an effective tool for cultural and creative talent of human resourcemanagement, for the effective use and development of cultural and creative talent to find abreakthrough. Thus completely breaking the supply and demand imbalance in the market ofChina’s cultural and creative talents highlighted.In this paper, the cultural and creative talent for the study, through literature analysis,questionnaires, analysis of job advertisements, a variety of research methods AHP, descriptivestatistics, extract the cultural and creative talents possess competency indicators. Finally, thecultural and creative talent to build competency indicators. The system is divided into twolevels, the first level is divided into five parts, namely, the basic knowledge and skills,general abilities, job ability, personal characteristics and awareness and motivation. Thesecond level of basic knowledge related to computer software skills, good communication andso on20indicators. Among them, the level indicators, the right job skills and personalqualities of weight higher secondary indicators of innovation capacity, high comprehension, learning comprehension skills, creative ability to express the right weight is relatively high,the Commissioner of Human Resources or related training institutions in the creative processof talent identification, development and management, you can learn to extract the creativetalent competency indicators and focus on higher index weights. Finally, Shaanxi Province,analyzed the application of creative talent and cultural competency index system in the humanresources management process, to make it beneficial to human resource management tools toeffectively stimulate the cultural creativity and the use of human resources.
