The Research On The Problems And Measures Of The Governmental Compensation And The Public Of Welfare Forestry In Wuhan, China

Forestry construction is an establishment which aims to protect the ecology and environment,promote the economic development of forestry,and coordinated the development of ecology,economy and society,forestry construction especially the building of public welfare forests,has played a great role in optimization and beautification of our environment,and facilitate our social development.Public welfare forests are forests and woodland mainly providing public and social products or services.Its main functions are maintaining and improving the ecology and environment,keeping the ecological,safeguarding the biological diversity,so as to meet the demand of human society in term of ecology,society and sustainable environment.In recent years forestry in China has witnessed a brand-new period of development due to the establishment of the dominant role of forestry in ecological and environmental construction and the high attention paid by our country to strengthen the forestry construction. Government of China has put a large number of manpower and material resources, especially fund,into the forestry construction, bringing new vigor and vitality to forestry development.But since public welfare forests are public goods,lots of people tend to enjoy its social and ecological benefit without paying for it.Meanwhile,the particularity of public welfare forest in externalities,long period of cultivation,imbalance between ecological and economic benefit has contributed to the shortage and inefficient usage of fund.In addition,the pubic has paid little attention to the participation of forestry construction,and the system of laws and regulations,the management system and the mechanism of public welfare forestry compensation are underdevelopment.Therefore,the sustainable development of the public welfare forestry has been hindered.This paper aims to seek out the strategies to promote the compensation of pubic welfare forestry by analysing the about problems and studying the successful cases in other countries in term of compensation of public welfare forestry,so as to make some contribution to the construction and maintaining of public welfare forestry.The main body concludes five parts as follows.The first part is the theoretical research of the compensation of public welfare forestry.Theories of public goods,externality,property right, and fairness will be applied to analyze the compensation of public welfare forestry,so as to provide reasons for the analysis of the problem of the compensation of public welfare forestry in Wuhan,and to lay a solid foundation to the governmental compensation strategies.The second part an introduction to the current situation of the public welfare forestry compensation in China.What’s more,it gives an analysis of the problems and the causes of the public welfare forestry compensation considering the governmental system,laws and regulations and operation mechanism.Lastly,the public participation and public awareness problems will be pointed out and analysed.The third part is the analysis of the public real situation of the governmental compensation of the public welfare forestry in Wuhan.Firstly,the current situation of the public welfare forestry in Wuhan will be introduced. Secondly,the actions done by the government of Wuhan will be introduced.Lastly,the problems will be talked aboutThe fourth part will introduce the practical cases in Costa Rica,some European countries and Mexico,some hints will be gained by analysing those practical cases. The fifth part will put forward the strategies for the improvement of the governmental compensation of the public welfare forestry in China. Some suggestions will provided in terms of operation mechanism,laws and regulations,supervision and management system construction and public participation.The public welfare forestry construction will improve the development of the ecology and environment of China.In addition,it attaches great importance to our economic and social development, so we need ti strengthen the discussion and research of the compensation problems of the public welfare forestry,so as to promote the sustainable development of the public welfare forestry.
