《Research On Implementing Project Management Skill In The Entire Process Management Of Funds By Scientific Research Institutes》

The project management is a project oriented activity. The project manager utilizes a systematic theory and methodology to plan, organize, coordinate, and control the project related resources, in order to achieve the goal of the project. Various knowledge, technique, and knowhow are applied throughout the project activities to meet the project requirement.A scientific research facility is an essential innovative unit for various scientific fields, being accountable for various scientific assignment from the state, being responsible for educating scientist for the state, and covering the basic study, application study and engineering study for various fields. Comparing with universities, a scientific research facility is featured by more concentrated resources, more specific human resources to the scientific research assignment, deeper involvement by the students, more focus on post graduated education, steady increase in the research funding, and more concentrated management.Applying project management methodology on the process of managing the scientific research funding is to design a robust internal control mechanism as per the government’s regulation for research funding management, in order to enhance the ownership of management and to eliminate management override in the approval process, ineffective funding management, and lack of management oversight on funding. The process includes research project management, independent budgeting and execution, and the project closure, controlled and monitored by specific personnel from the financial management department. The budget control module and the budget execution and pre-alert function are implanted into the ERP system to manage and monitor the budget, so as to provide training and guidance to the project manager about the regulation and risk in budget related financial controls, to mitigate financial risks, and to assist project manager to complete the project.This article firstly introduce the theories of funding management process in a scientific research facility, and then research further on domestic and foreign available studies regarding funding management, pointing out existing issues in the funding management at the current stage, and then based on the theories complete the control framework design of the funding management, and finally summarize the applicableness and feasibility of applying the project management theory into the scientific research funding management and introduce problem solving methodology for specific issues during the implementation. The discussion and research in this article can enhance the effectiveness of managing controls on funding for scientific research facilities.
