Science and technology innovation is the power of economy development.Nowadays,our country attaches great importance to the development of science and technology innovation,especially the innovation driven development.Scientific research investment increased constantly,and also about the scientific and technological contribution rate on the growth of economic.Scientific research project management is an important part in the process of scientific and technological innovation.Although we have made some achievements until now,but there are still some defects which restrict the improvement of scientific level,the progress and development of science and technology and the independent innovation of knowledge.The oil industry is facing a grim situation and the unprecedented pressure.Low oil price provides a favorable opportunity for oil companies to buy high-quality resources projects and to adjust and optimize the asset structure in the world.At the same time,low oil price enforces the oil companies to increase the intensity of reform and innovation and to strengthen the internal management.In A oil company,the scientific research project management started late and there are some loopholes in the management.Such as,pay more attention to the first and the last stage and pay little attention to the middle stage,and the management of scientific research is not strict,and lack of promotion of scientific and technological achievements.So it needs to optimize urgently.Literature analysis,interview and questionnaire survey and comparative analysis are used in this paper.By using literature research,it grasps the scientific research project management theory and research statement at home and abroad.By researching on the current situation of scientific research project management in A company and comparing A company to two companies at home and abroad on the scientific research project management,it provides some suggestions to improve the management.At last,the effectiveness of the optimization strategy is verified by the actual case.I hope it can provide reference for other companies.
