With the deepening of economic globalization, the world economy gradually shifted its gravity to East Asia. The growing prosperity of international trade leads to the rapid development of China’s port economy, the domestic economy is forced to increase rapidly by the pattern of coastal ports, which is formed by Bohai Sea, Yangtze River delta, Pearl River Delta ports cluster. The demand for energy and materials form basic industry grows more and more, which makes bulking shipping plays a more important role in the shipping market. However, the competence between port clusters in Bohai Rim be fierce, all the ports within it expand the port size blindly result in regional port duplicate construction and waste of resource.Tianjin port is the comprehensive port in Bohai and the important gateway to the Northeast, whose bulk cargo business can provide energy to regional development. But it is threatened by enlarged Dalian and Qingdao port. So it is necessary to evaluate its level and strength and weakness for the long-term development.Based on the research status at home and abroad and port competitiveness theory, Tianjin Bulk and General Cargo Terminal is analyzed and a evaluated by AHP-fuzzy comprehensive evaluation Method. Finally combining the terminal development situation and the result of the evaluation, several strategies are put up for the improvement of Tianjin Bulk and General Cargo Terminal form different aspects, such as improving the accessibility of the terminal, making full use of the hinterland economic advantage, strengthening piers construction and establishing benign port competition and cooperation relationship.
